Passengers may be charged based on vehicle mileage or time of use, or a combination thereof. These charges vary according to passenger capacity of the vehicle and size of the group being transported. Note: Ground transportation providers that are exempt from the operating requirements and can pick up passengers on airport property without permits include vehicles operated by public transit agencies, non-profit organizations, United States military personnel, and government employees.
