ABOUT THE PROGRAM

Los Angeles World Airports, in connection with the local Council offices, is implementing an Airport Residential Soundproofing Program (RSP) for aircraft noise impacted areas in the City of Los Angeles. Funding for this program is being made available by Los Angeles World Airports. The funding will be used to install acoustic modifications to lessen the effects of aircraft noise in impacted homes adjacent to the Los Angeles International Airport (LAX) and the Van Nuys Airport (VNY).

This program is strictly voluntary and will not incur any cost to the property owner. However, it should be noted that the funding is strictly for work that is directly related to sound reduction. The cost of any other remodeling, if undertaken, would be borne by the property owner. Additionally, the homeowner would be responsible for providing any required improvements, if required by the Department of Building and Safety.

WHO IS ELIGIBLE?
The program will cover residential buildings in areas of the City with a recorded Community Noise Equivalent Level (CNEL) of 65 decibels (dB) and higher as shown on the maps produced by Los Angeles World Airports. 

Homes adjacent to the Los Angeles International Airport are in accordance with the noise contour map of the fourth quarter of 1992. For the most part, these homes are located in Playa Del Rey, Westchester, and areas of South Los Angeles. The total number of eligible dwelling units is approximately 9,000.

Homes adjacent to the Van Nuys Airport are in accordance with the noise contour map of the third quarter of 1998. For the most part, these homes are located in Van Nuys and North Hills. The total number of eligible dwelling units is approximately 1,065. Contact our office at (310) 646-7444 to find out if you're eligible.

DURATION OF THE RESIDENTIAL SOUNDPROOFING PROGRAM
Due to the number of affected dwelling units, it is estimated that the entire program will take seven years to complete for homes in the LAX area and five years for homes in the Van Nuys area. This estimate is based on an anticipated property owner participation rate of 80 percent. Priority will be given to the homes in the City with the highest CNEL rating.

COMMUNITY INFORMATION MEETINGS

Eligible participants will be invited to a community meeting where the concepts of soundproofing will be explained and the process for participation in the program will be reviewed. It is mandatory that eligible participants attend at least one of the community meetings.

Los Angeles County

The Los Angeles County Residential Sound Insulation Program provides grants to eligible property owners to sound insulate residential dwellings from aircraft noise caused by the Los Angeles International Airport (LAX). To be eligible for the grants, the property must be located within designated areas of the communities of Lennox, Del Aire and Athens. City of Inglewood

The City of Inglewood has worked for years to mitigate the exposure of its residents to the high noise levels generated by aircraft arriving at Los Angeles International Airport (LAX). City of El Segundo

The City of El Segundo has established its Residential Sound Insulation (RSI) Program to offer owners of residential property most impacted by air traffic from Los Angeles International Airport (LAX) improvements to reduce noise within the home.
