The Airfield and Terminal Modernization Project (ATMP) is a set of planned airfield and terminal improvements that will be implemented within the airport’s existing footprint, in addition to landside (roadway) improvements that will help reduce airport-related congestion and back-ups on public streets. The project is intended to elevate the passenger experience, improve the community experience, enhance airfield safety and increase business opportunities.

The project's Final Environmental Impact Report (FEIR) was released in August 2021 and was certified by the Los Angeles Board of Airport Commissioners in October 2021.

LAWA will implement the project’s airfield and roadside improvements first, followed by terminal improvements.

Airfield Improvements


The project's airfield improvements are focused on improving runway exits to enhance safety, better manage airfield operations and incorporate improvements to access new concourse and terminal facilities. Additionally, Airfield Improvements:

  • Reconfigure taxiways and runways to meet current Federal Aviation Administration design standards
  • Improve runway exit configurations to enhance pilot visibility
  • Decommission taxiways that cross the runway's “high-energy zone”
  • Relocate vehicle service roads for even greater safety and efficiency

Terminal Improvements


Terminal improvements include the creation of two new ground-up facilities: Terminal 9 and Concourse 0. Concourse 0 will feature:

  • Direct connection to Terminal 1 and its ticketing operations
  • Approximately 665,000 square feet and 3 levels of new construction
  • 9 narrowbody (4 widebody) gates, creating 22 total gates across Concourse 0 and Terminal 1
  • A new Terminal Vertical Core that creates a direct link to the Automated People Mover
  • A new domestic and international bus gate
  • Domestic baggage claim

Terminal 9 will feature:

  • Approximately 1.4 M square feet of terminal building (40% larger than the West Gates)
  • Up to 12 widebody or 17 narrowbody gates for domestic and international flights
  • 4-level structure with a Headhouse, departures/check-in hall, security screening, landside and airside concessions, club and lounge space, terrace, and domestic and international baggage claim
  • 2 levels of parking and new roads
  • A new, dedicated APM station

Landside Improvements


As part of the project's landside improvements initiative, Central Terminal Area access will be enhanced simultaneous to the creation of direct access to Terminal 9. These improvements will help reduce congestion on public thoroughfares and neighborhood streets by separating airport traffic from local traffic on an elevated roadway system. A new Automated People Mover station will be built to provide access to Terminal 9, while a pedestrian corridor over Sepulveda Boulevard between Terminals 8 and 9 will be created.
