WHAT:

Ontario International Airport (ONT) will hold its Federal Aviation Administration (FAA) mandated emergency response disaster drill. The full-scale disaster drill complies with the FAA's Federal Aviation Regulation Part 139, which requires FAA certificated airports to hold this exercise at least once every three years. ONT holds the full-scale exercise annually.

WHEN:

Monday, May 8, 2000, 9 a.m. - 11 a.m.

WHERE:

United Parcel Service (UPS) facility.Media should meet at the UPS north Jurupa Avenue parking lot, east of Turner Ave.(See attached map).

WHO:

Participants and attendees include: Ontario International Airport, Los Angeles International Airport, Van Nuys Airport, San Diego International Airport, Palm Springs Regional Airport, Federal Aviation Administration, Ontario Police Department, Ontario Fire Department, Ontario Office of Emergency Services, Rancho Cucamonga Fire Department, Travelers Aid of the Inland Empire, U.S. Postal Service, Southern California Edison Company, American Red Cross-Inland Valley Chapter, San Bernardino County Coroner's Office, Mercury Air Service, San Antonio Community Hospital, Mercy Air, Chino Valley Medical Center, Kaiser Permanente, San Bernardino County Sheriff's Office, San Bernardino Flight Control District, AMPCO Parking Services, Southwest Airlines, America West Airlines, Continental Airlines, Northwest Airlines, and KPC Global Medical Center.

SCENARIO:

Utopia Packaging and Shipping (UPS), having just experienced a very hard landing, advises the Air Traffic Control tower that they have a spill of an unknown substance in the forward upper cargo area on board a Boeing 747 at UPS gate 405. Between 30 to 40 persons lay unconscious around the aircraft while other ramp employees are attempting to render assistance. The cargo manifest identifies the hazardous material as Anhydrous Ammonia contained in pressurized cylinders.

WHY:

To comply with FAA mandated requirements; provide a training forum for emergency response personnel; examine the operative capabilities of inter-agency responses to aircraft accidents; examine intra- and inter-agency communications; improve inter-agency communications, utilize Incident Command System.
