ADDITIONAL FUNDING APPROVED FOR MAYOR HAHN’S OPERATION SECURE PERIMETER PROGRAM AT LOS ANGELES AIRPORT

(Los Angeles, California – September 23, 2003) The Los Angeles Board of Airport Commissioners on Monday, September 22, approved a second amendment to provide an additional $835,000 to Jenkins, Gales & Martinez, Inc. (JGM), to prepare complete construction documents and construction administration services for the “Southwest Perimeter Enhancements” and to provide funding for construction administration services for the “Northwest Perimeter Enhancements,” as part of Mayor Jim Hahn’s “Operation Secure Perimeter” program.

Last year, Mayor Hahn announced new measures to fortify Los Angeles International Airport’s (LAX) perimeter. During the planning phase, a scope of work for “Perimeter Security Enhancements – Part 1” at LAX was identified as part of the Mayor’s proposed “Operation Secure Perimeter” program. In order to expedite the upgrading of the most critical perimeter locations, two separate projects – “Northwest Perimeter Enhancements” and “Southwest Perimeter Enhancements” - were defined. It is anticipated that construction on the “Northwest Perimeter” portion will commence in December of this year and be complete in August 2004. Construction on the “Southwest Perimeter” portion will commence in June 2004 and be complete in December 2004.

The “Northwest Perimeter Enhancements” and the “Southwest Perimeter Enhancements” will upgrade or replace approximately 2 miles and 2.5 miles, respectively, of existing airport perimeter fencing in these areas by constructing a concrete barrier base (k-rail) with six-foot high chain link fence mounted on top in areas that are accessible to vehicles. An eight-foot high chain link fence on top of a concrete foundation will be in areas that are not accessible to vehicles. These projects will also provide for the construction of a paved perimeter security service road along the interior of the fence, and security lighting. All projects will be designed to accommodate the future installation of intrusion detection and camera systems.

The first amendment to the “Operation Secure Perimeter” program provided funding for contractor JGM to prepare bid documents for fencing and service road enhancements along the westerly perimeter of LAX. The funding was sufficient to complete construction documents to the “Northwest Perimeter Enhancements” and schematic design to the “Southwest Perimeter Enhancements.”
