$25-MILLION CONTRACT AWARDED TO DMJM AVIATION FOR PROGRAM MANAGEMENT OF CAPITAL IMPROVEMENT PROGRAM
AT LOS ANGELES INTERNATIONAL AIRPORT

      (Los Angeles, California – March 3, 2008)  The Los Angeles Board of Airport Commissioners today awarded a $25-million contract to DMJM Aviation, Inc. of Los Angeles, for program management services to support the Los Angeles International Airport (LAX) Development Program.  The development program includes the Midfield Satellite Concourse, New Large Aircraft gates at the Tom Bradley International Terminal (TBIT), and related projects such as taxiways, tunnels, aircraft ramp areas, utility improvements, and other infrastructure repair and replacement projects which need to be performed to enable construction of these major projects to begin.

     The one-year contract also calls for DMJM Aviation to mobilize a delivery team to advance these projects, while developing a more comprehensive understanding of the overall LAX Capital Improvement Program (CIP).  The primary focus of the program management services will be on the following Capital Improvement Program elements:

  • CIP Element 1:  TBIT New Large Aircraft gates; new west Taxiway C-13; extension of Taxiway D to C-13; and all the enabling projects including tenant relocations, utility master planning, drainage master planning, utility relocations, taxiway bridge/tunnel under C-13, relocation of Guard Post 5, relocation of FAA navigational aids and rotating beacon, and long-term fueling concept;
  • CIP Element 2:  Midfield Satellite Concourse, TBIT improvements and enabling projects including tenant relocations, utility relocations, taxiway relocations, new taxiways, central utility plant, and relocation of TBIT bus gates; and
  • CIP Element 3:  Long-range CIP Program Elements including but not limited to Central Processors, Central Terminal Area Improvements and Consolidated Rental Car Facility

         All work under this contract will be authorized through separate task orders specifying budget, schedule and services to be provided, which include program administration, project controls, program standards and procedures, program definition, design management, construction management, contract administration, stakeholder coordination and sustainability.

         To ensure the successful delivery of projects on time and within budget, seamless coordination of the Capital Improvement Program projects, and minimal disruption to daily airport operations, LAWA intends to consolidate the development program at LAX under a single, Integrated Project Management Team consisting of the program manager, various architectural and engineering services teams selected from separate project-focused Requests for Proposals, LAWA staff, other City departments, and other agencies as needed.  Airport officials believe that this contract is the first critical step to forming the Integrated Program Management Team and a unique opportunity to further develop in-house staff by partnering consulting personnel experienced in delivering multi-billion dollar capital projects, with LAWA’s own planning, design, engineering and administrative personnel.  

         Another key element of the program management services contract will be to research and evaluate LAWA’s current procurement, outreach, and contracting process, and make recommendations to improve contractor participation and competitiveness.  DMJM Aviation will be required to identify opportunities to implement best industry practices and develop program-wide Disadvantaged Business Enterprise (DBE) policies and procedures to permit effective outreach and allow for quality participation by DBE firms.

          DMJM Aviation partnered with Parsons Brinckerhoff on this contract.  Its proposed team is comprised of 16 Minority/Women/Disadvantaged/Other Business Enterprise (MBE/WBE/DBE/OBE) firms with various specialties, of which eight firms are locally based.
