LOS ANGELES WORLD AIRPORTS APPROVES $7.07 MILLION TO CITY OF INGLEWOOD FOR NOISE MITIGATION EFFORTS

(Los Angeles, California – November 14, 2013)  The Los Angeles Board of Airport Commissioners today authorized a Letter of Agreement with the City of Inglewood and a grant of $7.07 million to Inglewood that will enable sound-insulation construction work on 173 dwelling units, and design and engineering for another 131 units.

The homes included in this project are directly flown over by aircraft approaching Los Angeles International Airport (LAX).  Owners of these dwellings have committed to participate in the program by signing agreements with the City of Inglewood's Residential Sound Insulation Program.

"We are very pleased that Inglewood has significantly improved its Residential Sound Insulation Program management," said Los Angeles World Airports Deputy Executive Director for Facilities Management Group Michael Feldman.  "For them to project completion of 1,000 homes in a year is an extraordinary accomplishment."

Inglewood has had a Noise Compatibility Program since the 1980s.  Inglewood has received noise-mitigation funds from both Los Angeles World Airports (LAWA) and the Federal Aviation Administration (FAA) since 1985 for both its voluntary-acquisition-and-relocation program and its residential-sound-insulation program.  Funding for both programs has totaled more than $317 million since 1985, with LAWA providing more than $101 million and the FAA providing more than $216 million.

The FAA approved LAWA’s Federal Aviation Regulations (FAR) Part 150 Noise Compatibility Program at LAX, making land-use mitigation projects within the cities of Los Angeles, El Segundo and Inglewood and the unincorporated areas of Los Angeles County eligible for FAA funding.

The LAX Airport Noise Mitigation Program is based upon a contour map of Community Noise Equivalent Level (CNEL) established during the fourth quarter of 1992, which identified more than 32,000 eligible residential units around LAX.  To date, more than 15,000 homes around LAX have been soundproofed, with 4,300 of those homes in Inglewood.

The grant is in accordance with mitigation measures set forth in the LAX Master Plan Stipulated Settlement reached February 2006, with the County of Los Angeles; the cities of El Segundo, Culver City, and Inglewood; and the Alliance for a Regional Solution to Airport Congestion.  The settlement called for specific annual noise-mitigation grants through 2015.
