LOS ANGELES WORLD AIRPORTS REACHES ANOTHER MILESTONE FOR PROGRAM DESIGNED TO RELIEVE TRAFFIC CONGESTION AT LAX
(Los Angeles, California – December 1, 2016) Los Angeles World Airports (LAWA) took the first formal step in the procurement process for design and construction of the Los Angeles International Airport (LAX) Consolidated Rent-A-Car Center (ConRAC) with the release of a Request for Qualifications (RFQ). The deadline to submit Statements of Qualifications is at 2 p.m. PT on Tuesday, February 21, 2017.
The ConRAC, which would be located near Interstate 405 in Manchester Square, will consolidate more than 20 car rental offices in one convenient location. In addition to improving the passenger experience, the new facility will help free up terminal curb space and significantly improve traffic conditions in the Central Terminal Area (CTA), provide rental car companies with operational efficiencies, and allow new uses of LAWA and privately-owned property surrounding LAX.
“The ConRAC is a big piece of the puzzle as we address the biggest issue at LAX, growing traffic congestion,” said LAWA Chief Executive Officer Deborah Flint. “This new facility will significantly improve the customer experience by relocating into one site more than two dozen car rental agencies currently scattered throughout neighboring communities. The ConRAC and roadway improvements will allow travelers to efficiently reach their rental car company and more quickly find their way to and from the I-405 and the region’s freeway system. Also, rental car drivers unfamiliar with Los Angeles can more easily find their rental company when their return to LAX.”
The ConRAC and the proposed 2.25-mile Automated People Mover (APM) would eliminate altogether the need for rental car courtesy vehicles entering the CTA. The facility is projected to eliminate more than 3,200 daily rental car shuttle trips on city streets and CTA roadways, resulting in significant reduction in emissions.
The project will be built using a Public-Private Partnership (P3), which would require design, build, finance, operate and maintenance of the facility. Current plans envision a customer service building, access to an APM station, and parking for airport-wide employees and visitors. The ConRAC will accommodate three levels of ready/return, quick turn-around, and vehicle storage for rental cars and a ground level bus plaza (for potential interim/failure management shuttle bus operations) with a vertical transportation core providing access to the customer service building. The ConRAC is currently contemplated to include a solar photo-voltaic system on the top level of the ready/return area and vehicle storage area buildings. The current ConRAC project scope includes new roadways and improvements to others near the facility.
The ConRAC and the APM are two of the primary elements of the $5.5-billion Landside Access Modernization Program (LAMP), which also includes two Intermodal Transportation Facilities (east and west), as well as roadway improvements to enhance access to the proposed facilities.
A Pre-Statement of Qualifications (SOQ) Conference will be held Wednesday, December 14, at 9 a.m. at the Sheraton Gateway Hotel, 6101 W. Century Blvd., Los Angeles, followed by a LAMP Business Opportunities Forum at 1 p.m. at the same location. RFQ respondents are encouraged to attend the Pre-SOQ Conference, and must be present at the Business Opportunities Forum, which will facilitate early engagement between prospective respondents and local, small business enterprises.
The RFQ documents are available on the Los Angeles Business Assistance Virtual Network at http://www.labavn.com. Based on response to the RFQ, LAWA intends to shortlist a number of firms who will then be eligible to submit formal proposals to design, build, finance, operate and maintain the facility.

The study also reported that LAX’s ongoing capital-improvement program creates an additional 121,640 annual jobs with labor income of $7.6 billion and economic output of $20.3 billion, $966 million in state and local taxes, and $1.6 billion in federal tax revenues.
