Antonio F. Dupré, Sr., LAMP abd CIP Administrator II
Antonio F. Dupré, Sr., has over 30 years of Senior Executive Level and direct hands-on experience in Contract and Compliance Administration experience with expertise in Construction Management, Project Management, and Resident Engineer. Antonio specializes in contract administration, including project labor agreement administration, small business outreach, local hire goals, and contracting programs. He brings extensive knowledge in developing, negotiating, administering, monitoring, and reporting of Community Workforce Agreement (CWA)/Project Labor Agreements (PLA's)/ Collective Bargaining Agreements (CBA) inclusive of MLA's, Community Workforce Hiring Goals, Local Business Participation Goals, Disadvantaged Business Enterprises (DBE), Small Business Enterprises (SB), Equal Employment Opportunity, and Affirmative Action, Labor Compliance Programs, HUD Section 3, California Labor Code and Federal Davis Bacon and Related Acts on small, mid-sized and mega projects. Antonio has a proven track record of achieving meaningful participation in SBE's/DBE's/XBE and maintaining a representative workforce aligned with the targeted hiring requirements. Antonio has the ability and professionalism to represent Clients in the public sector, contracting community, the National and local Building Trades, and other stakeholders. He is considered a subject matter expert in contract compliance monitoring and enforcement and monitoring legislation and developing corresponding compliance procedures for direct recipients of federal, state, and local funding to ensure current compliance standards are maintained.
Antonio brings his expertise to the team in providing training, public outreach, and communications management support, having worked with stakeholders and decision-makers, residents, businesses, organizations, and other affected and interested parties. His expertise extends to the development of technical training, facilitating meetings, working groups, and creating and implementing public engagement campaigns.
Antonio's expertise also extends into procurement, construction, construction inspection, construction materials lab management, construction surveying, and design oversight and management. He has the knowledge to develop, analyze, and direct public works and capital construction, modernization, and maintenance projects to ensure the completion of an agency's overall objectives. His project-level public works contracting experience extends to airports, public transportation infrastructure, capital improvements, complex rail systems, freeways, commercial and residential buildings, sewer and waterline, and flood control projects, which involved multi-layered funding multi-agency participation. He has worked on FTA, FAA, EPA, FHWA, HUD, and State and local bond-funded projects. He has administered small to mega projects under various procurement methods: design-bid-build (traditional bid-build), design-build, construction manager at risk, job order contracting, multiple award task order contract, multi-prime, and P3.
Antonio earned his Bachelor of Science Degree in Business and Management from the University of Redlands and an Associate of Science Degree in Construction Technology from Community College of the Air Force. He will complete a master's degree in the summer of 2022 from Azusa Pacific University. He is an ordained clergy and has served as the senior pastor of a local congregation in southern California for the past nine years. Antonio has earned Certifications in Project Management Certification (PMP) from the University of California Riverside; Construction Management Certification (CCM) from the University of California Riverside; Contract Administration from the University of California Berkley; Construction Safety, Reengineering Federal-Aid Projects from the University of California Berkley Extension; Local Assistance Resident Engineer for Caltrans from the Resident Engineer Academy ITS program UC Davis & UC Berkeley; Construction Inspection from the University of California Berkley; Project Scheduling from Primavera Western Council of Construction Consumers; Radiation Safety Officer Certification from CPN Board Longyear. Antonio is an FDIC National Community Development Lending School graduate, Federal Emergency Management Agency (FEMA) - NIMS (National Incident Management System) Certified. He is certified and a Quality Control Manager (Construction Materials Lab & Testing) from Caltrans. He is also OSHA Safety Certified and a Licensed General Building Contractor. Antonio is the founder of Arroyo Valley Community Economic Development Corporation, 501c3 Non-Profit Public Benefit Corporation, and serves on several Non-Profit Boards. He is retired as an elected member of the San Bernardino Unified School District Board of Education, where he served as President. Antonio served on Active Duty in the US Air Force and retired from the US Air Force Reserves, where he served as the Chief of Construction and Engineering. He also retired from the County of San Bernardino and the City of Riverside, where he served in numerous senior management capacities related to project management and construction management, compliance, collective bargaining agreements negotiation/administration, for public works and infrastructure construction projects.
Antonio's mission is to work collaboratively with LAWA staff, agency partners, businesses, and members of the public to develop and cultivate strong team engagement and relationships to ensure that local businesses and workers are participating in LAWA's projects at all levels.
