BOARD OF AIRPORT COMMISSIONERS APPROVE TO RELEASE A REQUEST FOR PROPOSALS TO DEVELOP MASTER PLAN FOR PALMDALE AIRPORT

 

Palmdale, California (February 12, 2002) --- The Los Angeles Board of Airport Commissioners today approved to advertise and issue a Request for Proposals (RFP) to develop a master plan for Palmdale Regional Airport (PMD). This action reflects City of Los Angeles Mayor Jim Hahn’s commitment to the development of a regional aviation program and Los Angeles Word Airports’ (LAWA) efforts towards regional solutions to serve future air passenger and cargo demand.

"The property remains an investment in the future and has much potential to accommodate the region’s growing air traffic demand," said LAWA Executive Director Lydia Kennard. "A master plan for Palmdale Airport will provide a guide for the development of the airport and define its role in the regional airport system over the next 25 years."

PMD is located in Antelope Valley - one of the fastest growing regions in California - on a 70-acre site on United States Air Force Plant 42. The airport features a newly refurbished 9,000 square-foot terminal capable of handling up to 300,000 passengers annually. LAWA owns approximately 17,750 acres of land adjacent to Plant 42, most of which is available for development.

"The purpose of the RFP is to seek a consultant team with technical skills and experience necessary to conduct a comprehensive master plan study and required environmental impact report and statement," said Kennard.

LAWA’s Long Range Planning Division, other LAWA divisions, and the Federal Aviation Administration (FAA) have developed a scope of work outlined in the RFP which include:

  • Development of airport planning goals and objectives.
  • An analysis of demand in a regional context and development of alternative scenarios and associated forecasts of aviation activity.
  • Determination of facility and operational requirements to serve forecasted levels of demand.
  • Development of alternative conceptual plans for airport development and land use based on selected scenarios.
  • Ground access modeling and analysis and development of a ground access plan.
  • Environmental impact analysis.
  • Economic impact analysis and financial feasibility analysis.
  • FAA Airport Layout Plan and Terminal Area Plan.
  • Phased implementation plan.
  • A community involvement program.
PMD is located approximately 35 air miles north of downtown Los Angeles. It is owned and operated by LAWA, a Los Angeles city department which also owns and operates Los Angeles International (LAX), Ontario International (ONT), and Van Nuys General Aviation (VNY).
