LOS ANGELES WORLD AIRPORTS APPROVES ALLOCATION OF $1.5 MILLION TO CITY OF ONTARIO FOR ADDITIONAL RESIDENTIAL SOUNDPROOFING

 

(Los Angeles, California – January 23, 2012)  The Los Angeles Board of Airport Commissioners today approved a Letter of Agreement between the City of Ontario and Los Angeles World Airports (LAWA) that authorizes LAWA to award a $1.5-million grant for Ontario’s Quiet Home residential sound-insulation program.

The grant represents LAWA’s 20 percent match of a $6-million Federal Aviation Administration Airport Improvement Program grant already awarded to the City of Ontario.

These funds will enable Ontario to implement Phase 10 of its Residential Sound Insulation—Grant Implementation Plan.  This phase covers soundproofing an estimated 215 dwellings, both single- and multi-family units, impacted by operations at the LAWA-owned LA/Ontario International Airport (ONT).  The project is expected to take approximately 29 months to complete.

Since 1992, LAWA has awarded the City of Ontario $43.4 million ($10.65 million for soundproofing and $32.75 million for land acquisition/relocation) to mitigate airport noise and to assist Ontario in reducing, preventing and eliminating incompatible land uses within its off-airport, noise-impact boundaries.

“Over the past 20 years, Los Angeles World Airports and its governing Board of Airport Commissioners have demonstrated continued commitment to improving the quality of life of neighbors adjacent to LA/Ontario International Airport through the dedicated efforts of our Noise Management and Mitigation Program,” said LAWA Executive Director Gina Marie Lindsey.     

The cost of this latest project includes all acoustical, architectural, engineering, construction and administrative activities.  Soundproofing construction typically includes installation of double-paned windows, solid-core doors, fireplace doors and dampers, attic baffles, insulation, and other elements The estimated sound-insulation costs for a single-family dwelling in Ontario’s program is $35,136 and $33,875 for each unit in a multi-family dwelling.

To date, the City of Ontario has sound insulated  1,133 residential units and reports that approximately 1,011 incompatible dwelling units remain to be insulated around ONT.  The City of Ontario has also acquired 240 properties totaling 52 acres and reports up to 103 properties remain to be acquired and developed.  Once acquired, properties are rezoned and redeveloped with airport-compatible uses, including commercial and light industrial activities.

Grants are paid using LAWA’s operating revenues and/or passenger facility charges of $4.50 that are collected for every enplaned passenger at ONT.
