LAWA ISSUES INSTRUCTIONS AND TECHNICAL SPECIFICATIONS FOR POTENTIAL PROVIDERS OF LAX AUTOMATED PEOPLE MOVER TRAIN SYSTEM
Issuing of instructions begins “Eligibility Determination Process” that will see train system providers demonstrate their capability of meeting operating and performance requirements
(Los Angeles, California – April 18, 2016) Los Angeles World Airports (LAWA) achieved an initial milestone today in its efforts to provide travelers with a first-class, swift, convenient, and reliable way to access LAX. LAWA is issuing a series of instructions and technical specifications for potential Automated People Mover (APM) train systems providers who want to participate in the LAX Landside Access Modernization Program (LAMP). LAWA has developed an APM delivery method, the Design Build Finance Operate and Maintain (DBFOM), which will maximize the experience, innovation, and resources of city staff and the private sector.
Issuing the instructions and technical specifications begins the “Eligibility Determination Process,” under which train system providers will attempt to demonstrate that their systems are capable of meeting operating and performance requirements planned at LAX. Systems considered “eligible” through the process will be available to join developer teams that will design, build, finance, operate and maintain the remaining elements of the APM, which includes the APM guideway structure, passenger stations, and other facilities needed for the APM system to operate.
The procurement process for selecting the developer will begin within the next two months, with the release of a separate Request for Qualifications (RFQ). That RFQ process will produce a list of qualified teams that will be invited to pair with “eligible” train system providers and propose a complete system to LAWA. Proposals for the complete APM will be evaluated through a Request for Proposals (RFP) process that will commence later this year.
Construction and operation of the proposed APM project is subject to environmental review, which began in 2014. Construction on the APM project could start as early as 2017, contingent on state and federal environmental clearance and other local approvals.
