LAX's PEOPLE MOVER PROPOSALS RECEIVED, SCORING PROCESS BEGINS

(Los Angeles, California – November 9, 2017) Three pre-qualified teams submitted proposals to become the builder and operator of the Automated People Mover (APM) at Los Angeles International Airport (LAX). A team of subject matter experts has started reviewing the proposals. Notice of award to the selected team is anticipated for January.

"The three proposals have been received on-time," said Jamaal Avilez, procurement manager for the Automated People Mover RFP. "Subject matter experts will now proceed with reviewing each proposal and will make a recommendation to our CEO and Board in January."

Scoring for this project is based on technical merit, visual appeal, user experience and price. The evaluation criteria were developed to ensure a fair and transparent procurement that maximizes private-sector creativity and innovation.



The APM is designed to reduce congestion in and around the airport by providing travelers with additional options to access airport terminals. The APM will be an elevated electric-powered train with six stations along a 2.25-mile alignment (three inside the Central Terminal Area (CTA) and three outside), conveniently providing travelers and employees a free connection to light rail, regional buses, parking and terminals. APM stations within the CTA will connect to the terminals via pedestrian walkways.


This is the first time a Public Private Partnership (P3) Design Build Finance Operate Maintain (DBFOM) model will be used to construct and operate an APM in the United States.



The APM is one component of the larger $5.5 billion Landside Access Modernization Program (LAMP). LAMP consists of five major components: the APM, the Consolidated Rental Car facility (ConRAC), two Intermodal Transportation Facilities (ITF East and West), and roadway improvements throughout the LAX area.

LAX is part of a system of two Southern California airports – along with Van Nuys general aviation – that are owned and operated by Los Angeles World Airports, a proprietary department of the City of Los Angeles that receives no funding from the City’s general fund.
