Key Updates on Construction Projects at LAX and VNY
(Los Angeles, CA) Each month, Los Angeles World Airports (LAWA) shares updates on current and upcoming construction projects at Los Angeles International Airport (LAX) and Van Nuys Airport (VNY). This newsletter contains information about the status of projects within the terminals at LAX, as well as construction impacts to the airport roadways and the surrounding communities and improvements at VNY.

In July, work continues on the LAX Automated People Mover (APM) train guideway and stations, along with Terminal Vertical Core and reconstruction projects in the Central Terminal Area (CTA). Construction continues on the first elevated walkway that will connect Terminals 4 and 5 to the APM's future West Central Terminal Area Station, with nightly lane restrictions in the work zone. Outer World Way South is limited to two lanes in the construction area until later this month.
 
Temporary pedestrian walkways are in place in the construction zones on the Upper/Departures Level, reducing the drop-off lane availability. Portions of Center Way are closed for APM guideway and station construction, with other roadways/lanes restricted overnight.
 
Work also continues on other elements of the Landside Access Modernization Program (LAMP), which includes the APM train, a Consolidated Rent-a-Car (ConRAC) facility, the APM Maintenance and Storage Facility and the Intermodal Transportation Facility-West (ITF-West). The information counter on the Lower Level at the Tom Bradley International Terminal has moved to a temporary location south of the domestic baggage claim construction.

Terminal Construction/Renovation:

  • Terminal 1: Several airlines now operate from the new western portion of the terminal. Allegiant, Frontier, Sun Country and Viva Aerobus passengers check in at new ticket counters, use a six-lane Transportation Security Administration checkpoint upstairs and take a dedicated shuttle bus to meet their aircraft at the West Gates at Tom Bradley International Terminal. On the Lower/Arrivals Level, Southwest now has three baggage carousels in Terminal 1, with Carousel 4 used by Allegiant, Frontier and Sun Country. No-cost COVID-19 vaccinations are available Monday-Saturday on the Lower/Arrivals Level.
  • Terminals 2 and 3: Construction is taking place on a bridge to connect Terminals 1 and 2 on the secure side. The baggage claim has temporarily moved to the former Federal Inspection Services (customs) area. Signs direct guests to the area, where three carousels are available. COVID-19 testing is available on the north end of Terminal 2 on the Lower/Arrivals Level. Construction is taking place on a new headhouse for the terminals as well as a replacement for Terminal 3.
  • Tom Bradley International Terminal: The north escalators and stairs located outside the terminal are temporarily closed due to vertical core construction. The central entrance on the Upper/Departures Level is also temporarily closed. Tunnels to allow access to the north entrances are open on both levels. On the Lower/Arrivals Level, the entrance on the north side of the terminal, facing Terminal 3, remains open. The stairway on the south end of the terminal is temporarily closed, but the escalators remain open. The bike rack on the Lower/Arrivals Level the south end of Tom Bradley has been temporarily relocated to Parking Structure 4. Barriers are in place in the north end of the terminal for construction of a domestic baggage claim. The information desk located on the Lower/Arrivals Level has moved to a temporary location south of the bag claim construction. Due to construction on the north mezzanine, guests and employees are routed to the south mezzanine to access the Transportation Security Administration security screening checkpoint. No-cost COVID-19 vaccinations are available Monday-Saturday near the information booth in the international arrivals area on the Lower Level. COVID-19 tests are available in Aisle C in the ticket lobby on the Upper/Departure Level.
  • Terminals 4 and 5: The renovation program continues. Baggage carousels 1 and 2 in Terminal 4 have been replaced and expanded, with carousels 3 and 4 taken off line during construction of a Terminal Vertical Core. Carousels 5 and 6 are open in Terminal 5. Gate 51A is closed for construction of a Terminal Vertical Core.
  • Terminal 6: Gate 61 is closed for construction of a Terminal Vertical Core. Several additional gates are closed during the first phase of a renovation project.
  • Terminal 7: Construction walls have been removed in the ticketing lobby in the area of the future Terminal Vertical Core. A staircase has temporarily replaced an escalator between the Upper/Departures Level and the Concourse Level. Nearby elevators remain available.
The lobby entrance to the Airport Police Facility headquarters building is nearing completion.

Updates on Other Projects:

  • Landside Access Modernization Program (LAMP): Construction of the 2.25-mile Automated People Mover train guideway is now more than 61 percent complete. Construction is underway at three of the six stations, while steel erection will begin this month at the Intermodal Transportation Facility-East, bringing the total stations in progress to four. The Consolidated Rent-A-Car facility will officially top off in July as the last concrete for the three main buildings will be poured. Work to build the Customer Service area on the roof of the Ready Return building continues, while installation of the exterior façade and maintenance areas is progressing at the Quick Turn Around building. Soon, ramps connecting the Ready Return/Idle Storage building to the Quick Turn Around building will be built. At the Intermodal Transportation Facility-West, the project is in the home stretch as commissioning work and finishing touches are all that remain to open the approximately 4,300 stall parking structure later this summer. Major work that will take place this month includes the paving of 94th Street, which is the access road into the structure, and final installation of Smart Parking technology.
  • Airport Police Facility: As the building nears completion, work in July includes landscape and hardscape installation, concrete planters, walkways, and stairs. Also on tap is grading for the visitor parking lot, followed by asphalt paving for the parking and the all other roadways on site. B-Permit work should be wrapping up by August. In the building, completion of mechanical, electrical, and plumbing installations, furniture installation, painting, final cleaning and inspection of rooms/punch list items are scheduled, along with startup, testing, and commissioning of all systems, mechanical, electrical, and IT systems.

Roadway and Transit Impacts in the Central Terminal Area:

  • World Way: Overnight lane closures are possible on the Lower/Arrivals Level for construction activities. Overnight full closures on the Upper and Lower levels may occur this month to facilitate steel erection for the future Terminal 4.5 pedestrian walkway in the very early morning hours. More information will be available prior to start of this work.
  • Terminals 2 and 3: The right drop-off lane in the construction area on the Upper/Departures Level is closed for use as a temporary covered walkway. The left lane on the Lower/Arrivals Level will be closed continuously while two additional lanes will be closed overnight near the entrance to Parking Structure 2b until late May.
  • Tom Bradley International Terminal: Two drop-off lanes on the Upper/Departures Level on the northern side of the terminal are closed while a temporary, covered walkway is in place during work to add a Terminal Vertical Core to the front of the building. Guests are encouraged to use the Terminal B Pick-Up area on the Lower/Arrivals Level at Parking Structure 3.
  • Terminals 4 and 5: Overnight lane closures will take place throughout July to facilitate construction of a pedestrian bridge at Terminal 4. On the Lower/Arrivals Level, through traffic is temporarily limited to two lanes. One of the two drop-off lanes on the Upper/Departures Level has been replaced by a temporary, covered walkway during construction of a Terminal Vertical Core.
  • Terminals 5 and 6: One of the two drop-off lanes on the Upper/Departures Level has been replaced by a temporary, covered walkway during construction of a Terminal Vertical Core.
  • East Way: Overnight closures are possible on both levels for construction of the APM guideway. Northbound East Way is closed, except for access to the Bob Hope USO and the Federal Aviation Administration tower.
  • Center Way: Center Way between West Way and Theme Way will be closed between 1 and 9 a.m. daily. Vehicle traffic will be directed to World Way to exit the Central Terminal Area. Vehicles exiting Parking Structure 2a will be routed to eastbound Center Way around the closure to exit the Central Terminal Area. Center Way from East Way to World Way will also be closed nightly from 1 to 9 a.m. During these closures, traffic exiting Parking Structure 1 will be routed to East Way to exit the Central Terminal Area via World Way South. These closures will support the construction of the APM guideway and stations.
  • Theme Way: Theme Way is closed between World Way and Center Way for APM construction through July 2022.
  • West Way: Northbound West Way is temporarily closed between World Way South and World Way North on the Lower/Arrivals Level for work on the APM. Southbound traffic will use the northbound lanes in the area of the construction, with egress from Parking Structure 2b, the entrance to Parking Structure 5 and pedestrian traffic maintained. Overnight lane closures are possible on both levels for construction of the APM guideway.

A portion of the Lower/Arrivals Level outer roadway is temporarily limited to two lanes during installation of a pedestrian bridge to a future Automated People Mover station near Terminals 4 and 5.

Sidewalk/Walkway/Parking Structure Restrictions and Closures:

  • Real-Time Parking Updates: Parking structures are quite busy, and guests are encouraged to plan ahead. Check the latest information on parking availability by visiting the @FlyLAXstats Twitter feed. Guests can access maps with real-time information on parking availability by visiting https://www.flylax.com/en/parking-at-lax. Parking rates and a calculator to estimate costs can also be found on this webpage.
  • No Cash Accepted: Cashiers in Parking Structures 1, 2a, 5 and 6 cannot accept cash. All parking payments in these locations are card only. Payment machines for motorists who park in P2b, P3, P4 and P7 accept cash.
  • Parking Structure 1: During work to install an electronic Smart Parking system, some spaces will be unavailable this month. Electric vehicle chargers are temporarily unavailable, with motorists advised to use chargers in Parking Structure 7. Approximately 20 spaces on each level are reserved for Low-Emission Fuel Efficient Vehicles. Traffic exiting the structure is directed west on Center Way to East Way and World Way South to exit the airport when work takes place at Center and Sky ways.
  • Parking Structures 2a/2b: The roof of P2a is temporarily closed due to construction on the Center CTA APM station. The pedestrian bridge from P2a to Terminal 2 has been removed. Guests can reach Terminal 2 from the Lower/Arrivals Level. A temporary exit is available from P2b onto West Way. In addition, P2b uses an automated payment system.
  • Tom Bradley International Terminal: The escalators and stairs on the north end of the building are temporarily closed. The staircase on the south end of the building is also closed. A temporary pedestrian walkway has been extended further south on the Upper/Departures Level during work on a new terminal vertical core.
  • Parking Structures 3 and 4: An automated payment system has replaced the cashier booths, with motorists exiting the structures onto World Way. Work to install an electronic Smart Parking system will reduce available spaces this month. Passenger pick-up is available on the ground level of P3 (Terminal B Pickup), with taxis allowed to use the western-most curb during a pilot.
  • Terminals 5 and 6: A temporary walkway is in place on both levels during work on the Terminal Vertical Core.
  • Parking Structures 5 and 6: Work to install an electronic Smart Parking system will reduce available spaces this month. In P6, electric vehicle chargers will be unavailable for about two weeks during painting on the Lower Level. The pedestrian bridge between P5 and P6 and Terminal 6 has been removed. Guests should access Terminals 5 and 6 from the Lower/Arrivals Level. COVID-19 tests are available at the lab adjacent to P6. No-cost COVID-19 vaccinations are available Monday-Saturday in the parking lot next to P6.
  • Parking Structure 7: Utility work may reduce the number of spaces available on the ground floor.
  • Center Way: The sidewalk path between Terminal 7 and LAX-it is temporarily altered due to work on the APM at the corner of Center and Circle ways. The new pedestrian route is marked with detour signs.
Two-way traffic has been restored to 98th Street east of Avion Drive. Eastbound lanes on 98th Street are expected to open from Vicksburg Avenue later this month.

Impacts Near LAX: 

  • Airport Boulevard: The right turn lane from southbound Airport Boulevard to 96th Street is closed during work on the APM guideway. Motorists can still turn right onto 96th Street at the traffic signal. A nighttime full closure in the middle of the month north of the 96th Street intersection will facilitate the removal of the APM falsework that spans the roadway.
  • Arbor Vitae Street: Daytime and nighttime intermittent lane closures are possible Monday-Saturday between Maintenance Drive and La Cienega Boulevard for installation of LADWP’s Permanent Power Duct Bank and utility investigation work for the future ConRAC facility. A continuous single eastbound lane closure is needed between Aviation Boulevard and La Cienega Boulevard for street widening improvements.
  • Arbor Vitae Street/Aviation Boulevard: Daytime and nighttime intermittent lane closures are possible Monday-Saturday at the intersection for installation of LADWP’s Permanent Power Duct Bank and utility investigation work for the future ConRAC facility.
  • Aviation Boulevard: Nightly full closures are possible between Arbor Vitae Street and Century Boulevard for installation of LADWP’s Permanent Power Duct Bank and utility investigation work for the future ConRAC facility. One lane is closed in each direction between Century Boulevard and Arbor Vitae Street to facilitate APM construction. One through lane will remain open in each direction during the day.
  • Aviation/Century boulevards: Work to restore the sidewalks at the intersection may occasionally close the right lane.
  • Century Boulevard: Nightly lane closures are possible for construction activities in preparation for building the APM guideway over the roadway.
  • Century Boulevard/Sepulveda Boulevard: Intermittent closures of the northbound and southbound ramps at Century and Sepulveda boulevards are possible to prepare for the construction of the APM guideway in the coming months.
  • La Cienega Boulevard: A continuous single southbound lane closure is needed between Arbor Vitae Street and the 405 freeway off ramp for street widening improvements.
  • Loyola Boulevard/Westchester Parkway: Work to install sewer and storm drains in the area of the Airport Police Facility may occasionally close lanes, but travel lanes in each direction will remain available.
  • 96th Street: Traffic is limited to one eastbound lane between Airport Boulevard and Bellanca Avenue. Daytime construction activities will occur within this closure. Nightly full closures will be needed to erect falsework for the APM train guideway.
  • 98th Street: Los Angeles Department of Water and Power construction of a new water main is wrapping up, with two-way traffic re-established east of Avion Drive. Two-way traffic is expected to resume in later this month east of Vicksburg Avenue, while westbound lanes will be closed between Vicksburg Avenue and Sepulveda Boulevard.
  • Streets surrounding LAX: Intermittent, short-term lane closures may take place as needed on streets in the LAX area. Streets include Century Boulevard, 96th and 98th Streets, Airport Boulevard, Westchester Parkway/Arbor Vitae Street, and Aviation Boulevard. At least one through lane of traffic will be maintained at all times and access to businesses will be maintained.
  • World Way West: Lanes will be reduced between Permits Road and Coast Guard Road during daytime utility installation work. Lanes will be reduced between Pershing Drive and Maintenance Road for vault and ductbank installation.

Recent work at Van Nuys Airport includes the nearly completed rehabilitation of Taxiway A (top), installation of solar panels on the roof of the Signature North building (bottom left) and exterior siding at the Signature Midfield project.

Updates from Van Nuys Airport:

  • Taxiway A Rehabilitation: Full depth asphalt pavement reconstruction of Taxiway A at work area No. 12 has been completed, overlay paving improvements were made to Taxiway P and have also been completed. Striping (painting) of Taxiway A began June 28. Some follow up work (punch list items and second coat of paint) is scheduled after the taxiway is open full length. The completion of work area No. 12 caps a 15-month taxiway rehabilitation project that began in March 2020.

     

  • Signature North and Midfield projects: Aeroplex/Aerolease Group continues to manage two major construction projects for Signature Flight Support, one of VNY’s Fixed Based Operators (FBO). All office, shop and hangar main doors at the North site have been hung and common area flooring has been completed. Interior sidelight and common area glazing into hangar was completed, hangar flooring is underway and scheduled to be completed in early July. Domestic and fire water systems for the building have been pressurized, hangar roof solar work is being finalized and security fencing is also underway. Exterior siding for the Midfield project site has started and ramp concrete pours continue. Tradesmen continue their work on framing and infrastructure, while dry walling of office spaces has begun.
